北京卷烟厂从企业生产实际出发,大胆创新,走出一条生产、练兵、比武一体化的新路子,把练兵、比武纳入正常生产活动中,在生产过程中完成练兵比武。练兵比武直接为生产服务,生产、练兵、比武在实践中表现为同一时间的同一过程。它有4个鲜明特征:一是全员性强。不仅表现为全员参加练兵,而且表现为全员参加比武,最终还表现为全员技术水平的提高。二是生产性强。练兵、比武不是一个孤立的过程,必须严格遵循生产的基本规律,不仅其内容要同生产活动相吻合,组织形式也要与之相适应。三是竞争性强。生产者本身又是竞赛者,生产、练兵过程同时也是竞赛过程,竞赛将从始至终在所有生产者中进行,因而表现出前所未有的激烈对抗。四是效益性强,
