公众参与作为开放政府的有机构成部分在互联网日趋成为各国政府执政平台主体的今天已发展成包含线上线下并行的模式。线上公众参与,由于其便捷的特点,在相对而言较短的发展史中累积了大量数字记录,如何管理这些数字记录因而成为数字文件管理新的挑战,而这个挑战也成为了国际数字文件研究项目Inter PARES第四期ITrust北美队的一个重要研究案例。作为ITrust亚洲队的中国团队选择线上公众参与在中国的情况作为北美队的平行研究,以期为线上公众参与研究的国际化打下基础。本研究梳理了开放政府与公众参与在中国语境中的内涵,探索性地分析了文件在线上公众参与中的司法行政、来源、程序、记录、技术背景,并在此分析的基础上初步提出了建立与优化适应于线上公众参与的数字文件管理框架。
As an organic part of an open government, public participation has developed into a pattern that includes both online and offline parallelism as the Internet becomes the mainstay of governments governing the government.
