按照国务院和江苏省政府的部署,继镇江市之后,我市今年初开始了新一轮职工医改的扩大试点工作。医改方案基本上依照镇江市的模式,即建立个人帐户和社会统筹医疗基金相结合的社会医疗保险制度。由独立的市医疗保险基金管理中心,实行社会化管理和统一运作。 从总体上说,这个医改方案是成功的。医改建立的医患双方制约机制,有效地遏制了医疗费用过快增长的势头,以我市的实际发生情况而言,医改后第一个季度里,医疗费用回落了50%以上(当然尚需排除医改前突击性消费等原因)。
