随着改革开放的发展,青岛市外商投资企业中方高级管理技术人员已逐步成长为一个不容忽视的社会群体。这些人员的特点是文化素质高、经济收入高、社会地位高、工作流动性强。尽管他们在工作环境、文化背景及经济收入上有别于传统意义上的工人,但其本质仍是工人阶级的一部分。从主流看,其思想观念和政治趋向是积极向上的,但也存在着一些值得注意的倾向。外商投资企业中方高级管理技术人员队伍的壮大,对在新的社会历史条件下如何加强党的建设提出了新要求。在外商投资企业中方高级管理技术人员中不断增强党的阶级基础和扩大党的群众基础,一要采取多种形式,健全组织,不断扩大党的工作的覆盖面;二要坚持标准,严格条件,认真做好发展其中优秀分子入党工作;三要与时俱进,开拓创新,努力探索外企党建工作的新机制;四要强化措施,积极做好团结、帮助、引导、教育中方高级管理技术人员的工作。
