人民公社的建立促进了生产力进一步發展,为迅速实現农業机械化、电气化創造了有利的条件,很多县、社都訂出了初步电气化的規划,并准备在短期內加以实現,这就为电机制造工業提出了一項艰巨的任务。为了調查清楚人民公社对电工产品的需要量,研究專区以下电工厂的合理布局与工厂規模等問题,拟定出符合我国农村人民公社实际需要的电工厂設計方案,我們在院和局的領导下先后至山西与河北二省重点調查了三个县,現將調查結果与我們的几点意見分述于后,供同志們参考。一一般情况三县人口平均四十万左右,其中90％以上的人从事农業生产。三县境內地势平坦,水、煤、铁等资源 The establishment of the People’s Commune promoted the further development of productivity and created favorable conditions for the rapid realization of agricultural mechanization and electrification. We are leaders in the hospitals and bureaus. We have investigated three counties in the provinces of Shanxi and Hebei successively. We will now present the results of the survey and some of our points of view to the comrades for reference. In general, the average population of the three counties is about 400,000, of which more than 90% are engaged in agricultural production. The three counties have flat terrain, water, coal, and iron resources.
