在国际民航组织(ICAO)有关文件中,事故/事件是标准用语,我们惯用的“事故征候”更为直观,但其包容可能小于事件。事件的范围甚至可以不加限定,但必须包括评估、发现危险因素(RF),然后提出报告和建议的过程。发现、排除、目的意识是常规程序,而目的意识、发现、排除则为预防逻辑。事故通常的“安全月”和“大检查”实际正是强化目的意识的行为,同时更需要以经常性、个体性、可操作性内容来填充。本文提出的程序和内容,不能代替技术强化训练,但却是其必要的补充。
In ICAO documents, accidents / incidents are standard terms and our usual “incident” is more intuitive, but its inclusion may be less than incident. The scope of the incident can even be unlimited, but it must include the process of assessing, identifying risk factors (RFs), and then submitting reports and recommendations. Found, excluded, the purpose of consciousness is a routine procedure, and the purpose of awareness, discovery, exclusion is the prevention of logic. The usual “safety month” and “big check” of an accident are exactly behaviors that reinforce the purpose-consciousness, and at the same time need to be populated with recurring, individualized and operable contents. The procedures and contents proposed in this paper can not replace the technical intensive training, but they are necessary supplements.
