Governing with Legal Means According to a federal Department of Justice survey released on September 17, 1999, states and federal states in the United States must make stricter “online stalking” laws because they make use of the Internet Crimes of harassment and intimidation are on the rise. The report found that two-thirds of states did not deal with online tracking laws, and some provisions of federal law in turn restricted the work of detectives tracking down suspects online. Law enforcement officials are often unable to deal with those who use the network repeatedly to harass and intimidate.
