在工业化、城市化和人口老龄化的冲击下,我国农村传统养老模式的保障功能日趋弱化,构建新型农村社会养老保险制度成为当今我国社会保障制度建设的重要任务。随着“新型农村社会养老保险制度”试点在全国的启动,使得广大农民老有所养成为现实,但新农保在解决农村养老方面也面临着许多挑战,其发展依然任重道远。文章通过对江西省新建县与修水县的调查来研究“新农保”方案在试行中出现的问题,并对其出现的问题提出较为可行的政策建议。 Under the impact of industrialization, urbanization and population aging, the guarantee function of the traditional rural old-age model in our country has been weakened day by day. It has become an important task for the construction of social security system in our country to build a new-type rural social old-age insurance system. With the pilot launch of “new rural social endowment insurance system” throughout the country, the vast majority of peasants have become a reality. However, the new peasant-security insurance faces many challenges in settling rural pensions. Its development still has a long way to go. Through the investigation of Xinjian County and Xiushui County in Jiangxi Province, this paper studies the problems that arise in the trial implementation of the program of “New Rural Social Security” and puts forward feasible policy suggestions on the problems that arise.
