  建设北部新区,是市委、市政府为实施西部大开发和应对加入世贸组织挑战而采取的一项重大战略决策。经过十年的努力,北部新区将成为我市高新技术产业基地、出口加工基地、现代工业制造基地、国家环保产业发展基地和山水园林城市风貌展示区。早日建成北部新区,对于我市优化产业结构,加快发展步伐,实现把重庆建成长江上游的经济中心的目标具有重要的意义。
  
  一、调整部署,南北兼顾,北部新区经济开发园建设快速起步
  
  遵照市委、市政府决定,我区及时调整了工作思路和部署,坚持“南北并进、两头作战”的方针,在继续完善南部园区建设的同时,迅速拉开了北部园区大规模开发建设的序幕。在不到一年的时间里,获得了重庆经济开发区置换区和重庆出口加工区的正式批文;编制了北部新区经济开发园控制性详规并获得批准;全面完成了出口加工区、环保产业园区、长安福特项目配套用地的规划设计;完成征地工作量相当于南部园区六年的总和。长安福特项目已按计划正式投产,与之相配套的东南西北四条道路、周边挡土墙及各种排水、能源管网基本建成;长11.57公里、宽54米的金开大道正全线施工,保证8月份全线通车;出口加工区的土地平场已经完成,区内道路及综合管网、海关监管大楼正抓紧建设,力争6月份通过海关总署等8个部委局的联合验收。
  我们坚持边建设边招商,项目引进工作也初建成效,已有8家企业入住经济开发园,总投资达1.4亿美元,其中与长安福特配套的延峰伟世通、长安星桥、长安民生等企业落户汽车工业园,利时德公司、贝斯特公司、美联公司等入住出口加工区,康尔威公司、顶达包材公司进入了金山工业园区,还有一批项目正在洽谈之中。整个北部园区呈现出如火如荼的大开发大发展的局面。
  与此同时,我们狠抓南部园区的招商引资和企业服务工作,千方百计提高经济效益,去年共完成二、三产业总收入129.5亿元,国内生产总值32.5亿元,工业总产值84.5亿元,税金11亿元,利润6.8亿元,分别同比增长16.96%、16.35%、16.04、30.96%、56.62%。实现了南部园区高速发展,北部园区快速起步的目标。
  
  二、科学规划,明确目标,北部新区经济开发园未来前程似锦
  
  根据新的形势和任务需要,我们确定了新的发展思路,就是“营造投资环境,着力招商引资,抓好资本经营,加快体制创新,提高队伍素质,创建一流新区”。
  我们规划了新的奋斗目标,就是经过10年的艰苦努力,把北部新区经济开发园建设成为我市高新技术产业基地、现代工业制造基地、出口加工基地、国家环保产业发展基地和现代都市的示范基地。
  按照“南区更加丰满、北区加快推进”的总体要求,确定了加快发展的工作步骤,即“一年起步、三年见成效、五年大变样、七年创一流”。一年强起步,去年已经实现。三年见成效,就是基础设施建设中主要的骨架道路和水、电、气、讯及办公机构,要在今明两年内到位,引进的项目部分建成投产。五年大变样,就是五年内北区的国内生产总值、工业总产值、税收、财政收入等主要经济指标,均达到现在南区的水平。七年创一流,就是在规划范围内,基础设施好,配套功能全,项目规模大,科技含量高,经济增长快,现代气息浓,城市面貌美,开放程度高,社会秩序好,使开发区成为重庆乃至西部地区一流的经济增长点和对外窗口的闪亮点。
  为实现市领导“北部新区要力争在2010年再造一个重庆工业”的要求,北部新区今年要实现以下目标:完成固定资产投资15.92亿元,11.57公里长、54米宽的金开大道8月份全线通车,金山大道部分通车,出口加工区6月份封关运行并入住一批企业,长安福特项目和周边道路管网竣工,办公楼主体工程基本完工,国家环保产业基地和重庆环保产业园挂牌奠基并投入运作,福特汽车城、出口加工区、行政办公区、环保产业园的能源配套工程同时兴建。主要经济指标比上年增长15%以上。
  
  三、抓住机遇,开拓进取,努力把北部新区经济开发园建成一流新区
  
  北部新区的宏伟蓝图已经绘就,经济开发区的目标责任已经明确。我们将举全区之力,超常规运作,抓住难得机遇,全力加快发展,努力把宏伟蓝图变成现实。
  1.统一思想认识,形成发展合力。市委、市政府对北部新区建设和发展指明了方向。我们要组织干部职工认真学习,以此统一思想,凝聚力量,鼓舞斗志,形成合力,以分秒必争、大干快上的精神投身北部新区经济开发园建设。
  2.创新管理体制,争创新的优势。随着入世和西部大开发普惠政策的实施,过去依靠的政策优势将日益淡化。不竭动力就是体制创新。为此我们将把创新体制作为事关经济开发区前途命运的一项系统工程,精心组织实施。拟从推进行政审批和行政收费制度改革入手,不断深化其他各项制度改革,着力创新管理体制、开发模式和招商机制,营造办事环节少、工作效率高、税费透明、行为规范、文明守信、服务一流的投资环境。用符合国际惯例的管理体制和运作机制。
  3.用好优惠政策。为加快北部新区发展,市里先后出台了一系列扶持政策;在实施西部大开发50条优惠措施中,有相当一部分是特指北部新区的;中央有关西部大开发的所有优惠政策,国家级经济技术开发区和高新区的各项优惠政策,都适用于北部新区。如今的北部新区已是集各种优惠政策于一身。这为北部新区发展提供了极为有利的条件。我们将用足各项优惠政策,使之在争取资金、吸引项目、开发建设、加快发展中,发挥特有的优势,取得最大的效应。
  4.拓宽融资渠道,保证资金需要。随着北部新区经济开发园开发建设的大规模展开,资金的需求量也随之骤增。据不完全预计,北部新区经济开发园在近五年内,每年用于基础设施、配套设施、开发建设的投入将近20亿元。我们将采取多种筹资方式,千方百计保证建设资金需要。一是精心包装项目,争取国债和企业债券的支持。二是创新开发建设模式,走市场化运作的路子。将采用BT、BOT、TOT等方式进行园区开发建设。三是积极争取国外政府的低息贷款、国际商业贷款;整合资源,重组资产,争取股票上市,到资本市场融资。
  5.加大招商力度,提高项目质量。项目是北部新区的生命。没有项目,北部新区一切都无从谈起。我们要把招商引资作为重中之重来对待。着力引进一批高新技术、高出口创汇、高附加值项目。目前抓合同项目开工的有延峰伟世通、长安星桥;进入出口加工区的贝斯特、利时德、美联公司等;抓开工项目投产的有长安民生物流、康尔威等;抓投资项目增资的有新华多媒体拟增20条生产线、嘉陵―本田汽油机等;抓关联项目配套的有长安福特汽车零部件、环保产业园进驻企业等;抓意向项目落实合同的有投资2000万美元生产包装材料的顶新集团顶信项目、投资1000万元人民币的台湾雍和集团与重庆机床厂生产日本三洋电梯项目、日本极东株式会社与重庆汽车研究所合资生产专用汽车项目、远达环保与日本三菱重工合资研发烟气脱硫工程、香港富生高档服装公司进入出口加工区等。
  6.优化产业结构,促进产业升级。我们确定北部新区经济开发园的产业发展方针是:优化第一产业、强化第二产业、发展第三产业。形成良好的配套系统。使一、二、三产业相互促进,协调发展。
  
  Striving to Be Top-Notch Development Zone
  
  Administrative Committee of Chongqing Economic and Technological Development Zone
  
  The Chongqing Economic & Technological Development Zone (CETDZ) is the only state-level development zone in southwest China approved by the State Council. It is located in Nanping in the Nan‘an District of Chongqing, the fourth centrally administered municipality in the nation. Covering an area of 9.6 square km, the zone faces downtown Chongqing across the Yangtze River and joins the city proper through a bridge spanning the river. It is here that the Chengdu-Chongqing Freeway and the Chongqing-Guizhou Freeway meet. Besides, it is only 28 km from the Jiangbei Airport, 3 km from the Chongqing Railway Station, and 6 km from Chongqing Harbor.
  The development zone saw its initial development in the 1980s. After the No.1 Yangtze Bridge of Chongqing opened to traffic in 1980, the Chongqing municipal government invested 1.8 billion yuan to make Nanping a good place to invest, work and live in. Water, power and gas supply works were constructed, as were factory buildings, telecom, an exhibition center, a road network, residential housing and a commercial area. With these and other projects completed, Nanping became a modern urban area. After designating it a development zone in 1990, the municipal government spent another 500 million yuan in further developing the land and improving the infrastructure there.
  By April of 2002, 1,236 enterprises had registered in the zone, of which 311 are foreign-founded ones or joint ventures involving a total foreign investment of US$1.524 billion. Investors include Ford Motor Co., Ericsson, Metro Shopping Center and Honda Motor Co. About 68 percent of the projects with foreign investment engage in industrial production. The other 925 enterprises are domestic ones with a registered capital of 3.327 billion yuan.
  Last year, revenues of the zone‘s secondary and tertiary industries reached 12.95 billion yuan, and its gross industrial output value 8.456 billion yuan. Tax revenue in the zone grew from 136 million yuan in 1995 to 1.103 billion yuan in 2001, at a yearly rate of over 40 percent. In 2001, CETDZ ranked 12th in comprehensive economic performance among the country‘s 47 state-level development zones.
  In April 2001, the Chongqing municipal government decided to establish a northern site for the development zone, which is located north of the city proper. This is a major strategic decision made by the local government following the implementation of a "develop-west-China" strategy proposed by the central government and China‘s accession to the World Trade Organization. In ten years, the new zone is projected to be the city‘s base for high- and new-tech industries, export processing base, manufacturing base for modern industries, and a national base for environment-friendly industries. An early completion of the northern zone is of great significance to making the municipality an economic center in the upper reaches of the Yangtze River.
  Last year, a master plan for the development of the Northern New Zone was drawn up and approved, while the layout and design for an export processing sub-zone and an environment-friendly industry sub-zone located in the new zone was completed. A total of 8,300-mu (553 hectares) of land has been expropriated in addition to clearing up an extra 4,620 mu (308 hectares) of land.
  While construction is taking its course, efforts are being made in project introduction. To date, eight corporations have moved into the northern zone, with a combined investment of US$140.88 million. Among them, three enterprises, which make parts for the Chang‘an-Ford carmaking joint venture, have set up operations in the zone‘s motor industry park. Development of the northern zone has been in full swing.
  The southern zone, in the mean time, has improved its economic performance. Last year, revenue from the industrial and tertiary sectors there totaled 12.95 billion yuan (US$1.55 billion) and its GDP reached 3.25 billion yuan (US$390 million), up 16.96% and 16.35% respectively over the previous year.
  To expedite the development of the northern zone, goals are set which will see infrastructure facilities including key roads, water supply, electricity, gas, telecom and offices in place this year or next, and projects already in the zone put into operation. For 2002, objectives are to have a 1.592-billion-yuan (US$192 million) investment in fixed assets and an 11.57-kilometer long, 54-meter wide road open to traffic by August. In addition, ground will be broken for a national environment-friendly industry base and Chongqing environment-friendly industrial park. Auxiliary energy facilities will be installed for the motor industry sub-zone, an export processing sub-zone, and an administrative sub-zone. In 2001, economic growth is expected to reach 15% over last year.
  According to the master plan, the Northern New Zone is projected to be the most important economic growth area for Chongqing, a major showcase to the outside world as well as the largest experimental field for structural renovation. With China becoming a member of the World Trade Organization and the implementation of policies favorable for all in developing west China, the policy advantages of bygone years are expected to weaken gradually for Chongqing. The drive to achieve sustained growth, therefore, lies in structural reform. The administrative committee of the development zone plans to proceed from reform of the administrative examination and approval system and of charges and fees to create an investment environment of credibility, transparency, discipline, high efficiency and steam-lined services. It has pledged to provide support and protection for the jump-start of enterprises in the zone with an energetic managerial mechanism in line with international practices.
  As for financing, the Northern New Zone plans to expand channels. Incomplete statistics indicate that in the coming five years, the industrial park in the zone alone will require approximately 2 billion yuan (US$240 million) for infrastructure and matching facilities. In addition to issuing enterprise bonds, the zone plans to use flexible investment models such as BT, BOT and TOT in developing infrastructure projects. What‘s more, the administrative committee will also seek international business loans and low-interest loans from abroad as well as work to get listed on the stock market.
  Projects are the lifeline of the Northern New Zone. It expects to draw in a batch of hi-tech, export-oriented and high value-added projects. At present, efforts are being made to help a number of projects in the zone go into early operation. These include Changan Xingqiao Industrial Co., Yanfeng Visteon Automotive Trim Systems Co. and Chongqing TSK Control Cable System Co. Projects for which contracts have been signed need to be launched at an early date. These include a US$20-million packaging materials project from Taiwan Ting Hsin International Group, a 10-million yuan (US$1.2 million) elevator project, which is a Taiwan-Chongqing joint venture, and a gas-desulfurizing program between Mitsubishi Heavy Industries and a local company. Chongqing KEW Medical Industry Konggu Co. is expected to start production soon, and Jialing-Honda Motor Co. to increase investment.
  Meanwhile, the zone has mapped out an industrial development guideline. In agriculture, food production is the top priority, whereas animal husbandry and greenery bases as well as plantations will also be established. Industries will focus on automobile and parts, environmental protection equipment, information technology, bio-pharmacy and processing for export. Tertiary services will center on the needs of both enterprises in the zone and that of social and economic development, such as finance, insurance, accounting, law, transport, leisure and entertainment, catering, schools, postal and medical services.
  At present, the northern part of the development zone with 4 square kilometers has been built into a comprehensive urban section. In the southern part of the development zone, the 1.5-square-km Dan Gui Industrial Area in taking shape. So far, 215 enterprises involving foreign investment of US$500 million have been established there.
  Chongqing has been the economic center on the upper reaches of the Yangtze River and of Southwest China. Its rich natural resources, huge market, convenient transportation, good industrial foundation, strong scientific and technological strength and qualified labor force will surely contribute to the growth and prosperity of the zone. Because of this, the zone has over the years drawn an increasing number of domestic and foreign investors.
  The central government is now promoting Chongqing as one of the major hubs for economic growth and reform under the Western China Development Strategy.
  Chongqing will take full advantage of its unique geographical situation. Located at the conjunction of central and western parts of China, the municipality can not only serve as a connection between coastal and inland areas, but also as a connection between the Yangtze River valley and southwest China economic regions. Chongqing, as a focus and front field in the Western China Development Strategy implementation, shoulders the historical responsibility of promoting regional economic development, bringing along the development of West China, and stimulating the development of the Three Gorges Reservoir Area. With its vast market, abundant natural resources, solid industrial foundation and strength in science and education, Chongqing offers bright prospects to foreign investors.
