社队企业─—乡镇企业的出现和成长,是难以预料、预测和预卜的。经受几番风风雨雨,它终于从一朵幼芽萌壮为一棵大树,不仅枝繁叶茂,并且撑着不止半边天了。神州,多么奇妙的土地;农民,多么伟大的力量！ 乡镇企业需要理论,特别是今天,比过去感到分外饥渴、分外急切！ 与任何新事物一样,在问世之初,总是实践破了传统理论,而不是理论先验。实践是理论的种子。先是实践乡镇企业,才有认识乡镇企业。这不是低估理论的价值。因为,紧接实践的是理论概括,于是,又呼唤着理论指导。否则,乡镇企业实践不免带有越来越多的随意性甚至盲目性。 乡镇企业正是这样:在非议中前进,在赞扬中踌躇。在人们对它不尽理解时,它显示了蓬勃的生命力;在人们对它一致鼓掌时,它流露着众多的矛盾。解释和解决这些矛盾,需要理论。 且不说70年代,也不说穷乡僻壤,就从80年代起,就从乡镇企业的发祥地开始,有关乡镇企业的书和报刊,可谓汗牛充栋、浩如烟海。不能否定这些著作和文章言之有据、论之有策,对乡镇企业的发展有筹划、有推动。只是回头看或向前望,仍旧感到观点未成系统、理论未成大体。与此相应,乡镇企业走过的路是曲折的,面对的未来是模糊的。正如有位干了大半辈子乡镇企业工作的老同志惊呼:“乡镇企业从来没有象今天这样兴旺,又?
