随着我国高等教育的快速发展,科研事业扶持力度的日益加大,高校科研项目的数量及规模不断增加与扩大,相应的科研经费也大幅增长。近年来,科研经费占高校总经费的比重逐步上升,其来源也趋多元化,科研经费的财务管理已成为高校财务管理的新内容与新挑战。加强科研经费的财务管理,提高科研经费使用效率,有利于科研项目规范管理,科研工作健康发展。重视高校科研经费的财务管理,分析其管理现状与存在问题,找出相应有效的改进措施,对增强高校科研能力有深远意义。
