Building a socialist harmonious society is a major policy decision made by the Fourth Plenary Session of the 16th CPC Central Committee. This decision organically integrates the ideal of mankind in realizing social harmony and building a better society and Marx and Engels’ advocacy of “positive social ideas in the future” as the objective of “social harmony” and the building of a moderately prosperous society in the new phase of our new century.
