Huidong Cement No. 2 Plant is a large-scale backbone enterprise in Huidong County. In 1983, it was transformed from a nitrogenous fertilizer plant. After 10 years of efforts, the scale has been continuously expanded. The annual output has been expanded from 160,000 tons to 300,000 tons, which has played a greater economic benefit. However, with the continuous improvement of production capacity, more and more fumes are emitted from the shaft kiln in the factory, and heavy smoke is rolled over, seriously polluting the surrounding environment. Since 3 consecutive years since 1992, representatives of county-level people’s congresses in Daling Town have put forward a proposal to “resolve smoke and dust pollution at the Second Cement Factory of the county” at the county people’s congress.
