以资产为基础的社会政策,可以说是对社会政策范式的一场革命,新加坡的中央公积金制度是其实践的一个典范,这种不同于传统的理论以及实践经验都对我国的社会保障发展提供一种新的思路。本文将资产社会政策、新加坡实践与我国的住房公积金制度联系在一起,进行分析和比较,并希望能够用资产建设来推动我国的整个社会保障改革的发展。
The asset-based social policy can be said to be a revolution in the social policy paradigm. Singapore’s central provident fund system is a model for its practice. This differs from traditional theories and practical experiences in providing social security in our country A new way of thinking. In this paper, the paper analyzes and compares the assets and social policies, the practices of Singapore and the housing provident fund system in our country, and hopes to use asset construction to promote the development of the entire social security reform in our country.
