一、努力探索改革分配制度的新路我们本着“大胆改革、实事求是、稳步提高、不断完善”的十六字方针,在分配制度改革的道路上走了两大步。1987年5月开始,对管内各站实行了不同形式的工作量工资含量包干分配办法。1988年,把基本工资由原来的20%改为65%和其它能捆的捆在一起使用,使活工资由45%扩大到82%,实行了“上不封顶,下不保底”,形成了“四、四、五、二”的分配办法。具体内容是:
