The southern mountainous area of Ningxia belongs to the area of “old and young while being poor”, with an area of 30,500 km2, accounting for 58.8% of the total area of Autonomous Region and a total population of 2,237,000, accounting for 44.4% of the total autonomous region’s population. However, the output value of industry and agriculture in this area is extremely low. In 1994, it was 1.64 billion yuan, accounting for only 8.35% of the entire autonomous region.
