本文根据2010年11月对湖北省3个县市624名农村居民的问卷调查及深度访谈所获得的数据和信息,从满意度和需求度二维耦合的视角对农村公共服务的现状进行实证分析。结果表明:农村居民对农村公共服务的满意度和需求度的评价不存在明显的相关性。以满意度和需求度的得分为观测值,运用系统聚类法将基本医疗保障等15项农村公共服务分为6类各具特征的公共服务。文章建议各级政府依据各类公共服务的特征及优先序,采取差异化的供给策略。
Based on the data and information obtained from the questionnaire survey and in-depth interviews with 624 rural residents in 3 counties and cities in Hubei Province in November 2010, this paper empirically analyzes the status quo of rural public services from the perspective of two-dimensional coupling of satisfaction and demand . The results show that there is no obvious correlation between rural residents’ satisfaction and demand for rural public services. Taking the scores of satisfaction and demand as observation values, 15 rural public services such as basic medical insurance were divided into 6 types of public services with distinctive features by using systematic clustering method. The article suggests that governments at all levels should adopt differentiated supply strategies based on the characteristics and priorities of various public services.
