山洪灾害防治非工程措施建设了一批监测预警设施,在各地防治山洪灾害工作中发挥了重要的作用。受专业性和管护人员不足等限制,各级防办部门虽然想管好、用好该系统,但缺少必要的方法和手段。作者提出非专业人员对山洪灾害防治监测、预警系统的汛前检查方法,给出主要设备测试的一些简易测试办法,对相关设备的管理维护具有一定的借鉴作用。
A number of monitoring and warning facilities have been constructed for non-engineering measures for flood control and disaster prevention and control and have played an important role in preventing and treating mountain and flood disasters in various places. Due to lack of professionalism and inadequate management and support staff, the anti-government departments at all levels, though they want to manage and make good use of the system, lack the necessary means and means. The author puts forward non-professional personnel to the mountain flood disaster prevention and control, early warning system before the flood inspection methods to give some simple test methods of major equipment testing, management and maintenance of related equipment has some reference.
