美海军在1995年10月1日成立舰队信息战中心(FIWC)时指出“考虑现代战争,目前的技术革命已将信息和对夺取信息优势的需求推向中心地位”。该中心的建立合并了大西洋舰队和太平洋舰队的指挥控制战大队以及负责电子战作战的计划机构。该中心设在弗吉尼亚州Little Creek海军两栖基地,并在加州Cororado两栖基地派有特遣机构以支援太平洋舰队训练和作战活动。FIWC将在舰队总司令的作战控制下,作为其主要代理负责信息战/指挥控制战战术的拟制,程序的编排和训练工作。这里的舰队总司令指大西洋舰队,太平洋舰队,美驻欧海军部队和美中央司令部海军部队的海军最高长官。
The United States Navy established the Fleet Information Warfare Center (FIWC) on October 1, 1995, stating “Considering the modern warfare, the current technological revolution has put the message and the need to seize the information superiority at the center.” The establishment of the center merged the Command and Control Battalion of the Atlantic Fleet and the Pacific Fleet, as well as the planning agency responsible for the electronic warfare operations. The center is based at the Amphitheater of Little Creek, Virginia, and has a task force at the Cororado amphibious base in California to support Pacific Fleet training and combat operations. FIWC will be responsible for the formulation, programming and training of informational / command and control tactics as its principal agent under the control of the commander-in-chief of the fleet. The commander-in-chief of the fleet here refers to the Navy’s supreme commander of the Atlantic Fleet, the Pacific Fleet, the U.S. Naval Forces in Europe and the Naval Forces of the U.S. Central Command.
