结构调整是经济阶段性发展的客观要求,其有序发展,有赖于政府、企业和市场作用的有效发挥。政府要自如地调节供给,推动经济结构调整,关键在合理运用财政政策手段,提高财政功效。在财政诸手段中,有的是与政府直接联系的经济杠杆,如税收、债券等;有的是同商品经济紧密联系、储存于商品经济活动的经济杠杆,如价格、利息等。就市一级政府而言,要更多的运用属于自身的经济杠杆,同时通过对非归属于自身的经济杠杆的运用,推动结构调整,达到宏观调控之目的。
Structural adjustment is an objective requirement of the phased development of the economy. Its orderly development depends on the effective utilization of the role of the government, enterprises and markets. The government should adjust its supply and adjust its economic structure freely.
