随着国家公务员制度的建立,秘书队伍的建设也要逐步走上制度化、规范化和法律化的轨道,工作中要逐步落实岗位目标责任制。目前,已经实行岗位责任制的党政机关,其责任制一般是由责任制、考核制、奖惩制三部分有机结合而构成。其中,考核制度起着中间枢纽作用:责任制是否落实了,要通过考核来判定;考核的结果,又是实施奖惩的依据。所以,在对秘书队伍的管理中,考核的准确、合理与否,将成为能否落实公务员制度中“注意实绩、公开竞争、民主监督、公开监督”的原则,充分调动秘书队伍积极性的关键。
