一、问题的提出近几年来,省水稻冷害科研协作组及省内有关科研部门和推广单位,对全省中北部温凉稻作区,水稻单产低而不稳的问题,进行了研究,得出了“抗寒良种+薄膜育秧+适时早栽+辅助措施=高产稳产”的科学结论,对解决这些地区水稻单产长期低而不稳的问题,收到了显著的效果。但是在大面积生产中,有很大一部分稻田生产条件是五、六月份的干旱和上年水库蓄水不足,造成栽秧用水的困难,未能实现“适时早栽”而低产。据70—81年的生产统计看出:在十二年中,全县截至小满节令止,完成当年水稻栽种任务
