有人说市场经济是法制经济。是的,作为法制经济它要求参与市场的当事人应把自己的行为规范化。建立一个健全的市场体系虽然重要,但这并不是市场运行的全部内容。在这卫同时也应确立规范化了的市场行为方式。因为,市场活动的内容最终还是由参与市场的当事人行为来实现的。如果当事人行为不规范和混乱,就会破坏市场的正常秩序,最终不能实现资源的合理配置。市场行为规范化包括三个层次和方面的规范化。首先,是个人行为规范化,这是市场行为规范化的基础。其次,是企业行为规范化,这是市场行为规范化的关键。再次,是政府行为规范化,这是市场行为规范化的最终保证。下面本文仅就个人行为规范化问题浅谈个人的拙见。
