各学科之间相争课外时间、占地盘,也是造成学生课业负担过重的原因之一。有的学校是“明争暗抢”,主要课程之间“明争”,其他课程“暗抢”。有的教师自修时间就去抢讲台,有的则占住课外活动时间不放,有的则采用多布置课外作业、经常搞突击测验的办法来逼学生。也有的学校领导干部对此现象不是加以制止,而是火上加油,鼓励教师去抢。这样一来,就苦了学生,不仅严重影响德育、体育的发展,就是智育也未得到真正提高。为什么会出现这种情况呢?这里有认识问题,更有思想问题。应该说,有些人这样做是出于良好愿望,但良好愿望却得到不好的效果,这就不能不考虑主观愿望中有否问题,是否适合实际情况,是否符合党的政策。我认为,问题就在于缺乏全局观点,对学科关系存在模糊认识,对提高质量存在片面看法,并且还有升学第一的错误思想在作祟。中小学是基础

This cannot but consider whether there are problems in subjective wishes, whether they are suitable for the actual situation, and whether they meet the party’s policies. In my opinion, the problem lies in the lack of an overall perspective, the existence of ambiguous understanding of the relationship between disciplines, the existence of one-sided views on the improvement of quality, and the erroneous thoughts that go to school first.
