党的领导主要是通过政治、思想和组织的领导来实现的。当前村域党支部在这三方面的领导却陷入困境。政治领导的困境体现为二元决策中心的出现及党支部的“边缘化”或过度集权,因而应赋予村民委员会真正的自治权,村域党支部则实现决策权力的“虚化”与监督权力的“实化”;思想领导上的困境主要是由思想建设的基础设施、资金投入严重不足和“富人治村”、村民“离村”带来的消极影响所致,因而应创新资金投入模式,建立村域党支部成员的薪酬、职位晋升新机制和村民“说服机制”,同时树立起服务为本的观念;组织领导的困境体现为村域党支部在组织、培养、选拔、使用和监督党员上的弱化,党员的责任意识淡化,同时共青团、妇联等群众组织实际上成为村两委的杂事处理机构,因而应增强支部书记的合法性来源,增加村民对党支部组织建设的信任与支持,建立责任考核机制,明确共青团、妇联等群众组织的职权,并真正赋予其履行职权所必需的条件和保障。
