目的研究多指标评价设计流程与适配算法,以突发公共卫生危机事件应急能力评价为例进行建模实现和实证比较。方法对多指标评价流程分析和性能比较,进行卫生机构事前应急能力综合测评,AHP法与熵权法结合计算组合权重,单项测量数据基础上以综合评分法、TOPSIS法和灰色关联分析法建模实现并讨论比较。结果算例测评方案合理,有效融合客观信息和研判过程,排序等级相关有显著统计学意义;有必要对目标导向性和方法代表性适配比较。结论多指标评价算法流程设计与适配分析作为综合对策,对于卫生领域问题有实用借鉴价值。
Objective To study the design flow and adaptation algorithm of multi-index evaluation, and take emergency response evaluation of emergency public health crisis as an example to conduct modeling and empirical comparison. Methods The multi-index evaluation process analysis and performance comparison were carried out, the comprehensive evaluation of the pre-emergency response ability of the health agencies was conducted, AHP method and entropy method were combined to calculate the combination weights, and the single measurement data was based on comprehensive score method, TOPSIS method and gray relational analysis method Achieve and discuss the comparison. The results of the case evaluation program reasonable and effective integration of objective information and the process of judgment, rank correlation rankings were statistically significant; it is necessary to target orientation and method of representative fit comparison. Conclusion The multi-index evaluation algorithm flow design and adaptation analysis as a comprehensive countermeasure have practical value for the health field.
