本文研究了北京市某商品房小区的业主的信任导向,发现尽管业主认为小区的业主委员会代表其利益,但却更加信任小区的居民委员会,产生“业主悖论”。实地调查发现,首先,由于局部单位制的嵌入,以及业主的体制内身份属性、产权和户籍的差异,造成业主群体的分化,降低了小区内部社会关系网络的互动频度,从而降低了信任的社会基础;其次,业主委员会和业主代表大会作为小区自治的机构,其在产生过程和制度建设方面存在缺陷,从而降低了信任的组织基础;最后,业委会在运作过程中缺乏公开透明和稳定的工作机制,运行绩效差,从而降低了信任的功能基础。本书提出了改善社区自治的制度方向。
This paper studies the trust direction of owners of a commercial residential district in Beijing and finds that even though the owners believe that the owners’ committees of residential communities represent their interests, they trust the residential committees of the communities more and produce “paradox of owners”.
