行政参与原则是现代民主法治社会的必然要求,是现代社会人权保障的自然延伸。特别是在当前的政府法治时代,行政参与尤显其重要意义,它理应贯彻于行政机关行政行为之始终。国家有义务采取各种措施保障公民行政参与权的落实。
The principle of administrative participation is an inevitable requirement of a modern democratic and law-based society and a natural extension of human rights protection in modern society. Especially in the current era of government rule of law, administrative participation is particularly significant, and it should be implemented consistently in the administrative acts of administrative organs. The state has the obligation to take various measures to guarantee the implementation of citizen's administrative participation.
