At the start of his second term in 2011, the United Nations Secretary General, Mr. Ban Ki Moon, outlined youth as one of the utmost priorities for his work and that of the United Nations as a whole. That year, at the opening of the High Level Meeting on Youth in New York, Mr. Ban Ki Moon even stated that “failing to invest in youth is a false economy”, emphasizing the importance of taking youth needs into consideration when planning for the future.
UN-HABITAT has for many years been a vocal proponent of youth issues, both bilaterally in its work with member states, as well as at the multilateral level through mechanisms established by the UN. One of the campaigns put in place by UN-HABITAT to this effect is the Youth 21 Initiative, which advocates for a stronger response from the UN regarding youth needs. Initiatives such as this one have helped strengthen the UN’s strategies on youth, and have thus increased attention and responses to youth issues at national levels.

As one concrete result of the UN’s enhanced focus on youth, the UN Secretary General appointed his first ever Envoy on Youth in January this year, namely Mr. Ahmad Alhendawi of Jordan. As the Envoy on Youth, Mr. Alhendawi speaks to the international community on behalf of young people while advocating for their needs and rights around the world. He also brings the work of the United Nations with and for youth closer to them, working with different UN agencies, governments, civil society, academia and media to enhance, empower and strengthen the position of young people, both at the national and global levels.
In support of his mandate and work for youth, the Envoy recently visited Nairobi and UN-HABITAT during a mission to East Africa. Nairobi, as many other African cities, has a very young population. The slum of Mathare is the place which an increasing number of these urban youth call home. Inhabitants there lack basic services such as electricity, water and sanitation and are struggling to make a living.
联合国加强对青年问题的关注的一个具体成果是联合国秘书长于今年一月任命了第一任青年问题特使——来自约旦的艾哈迈德·汉达维。作为联合国秘书长青年问题特使,汉达维先生代表青年为其需求和权利与国际社会对话。他还让青年近距离接触联合国的工作,让他们与各联合国机构、各国政府、民间社会、学术界、媒体界一起工作,在国家和全球层面上提高、加强并巩固青年的地位。

During his visit to Mathare, the Envoy witnessed some of the outstanding work done by local youth groups there trying to change their communities for the better. One of these groups, Spatial Collective, is empowering slum residents to collect data about their living conditions which is used for collective action and developing insights into the life of the slum that would be impossible by other means. Through this initiative, Spatial Collective has used the resources, innovation and positive power of youth to raise awareness and knowledge of the plights of people living in Mathare.
Having seen the positive results young people can create despite such desperate circumstances, Mr Alhendawi concluded his visit to Mathare by saying that he “would not miss to cite the excellent work and the innovative ideas of young people in Mathare in my next meeting with Mr. Ban-Ki-Moon”, and commended UN-HABITAT for its involvement in and support to youth-led development in urban areas like Mathare.

Urbanisation is on the increase, and so are youth. UN-HABITAT has a unique mandate in this regard, and is working pro-actively within the UN system and with Member States to create relevant solutions to the challenges and opportunities that arise with the urban youth bulge. To this effect, UN-HABITAT is moving forward in partnerships with a range of countries and youth organisations to ensure that youth’s voices are heard and taken seriously in all processes related to socio-economic development.
