河南省淅川县铁瓦河小流域1994年被长江水利委员会列入丹江口水库水源区水土保持重点防治工程。6年多来,该流域始终坚持以修建水平梯田为突破口,以建立板栗、龙须草为主的经济林草和松柏为主的生态林为重点,以修建水窖、塘堰为主的集雨蓄水工程相匹配;坚持生态效益与经济效益并重,治理与开发并重,保土与蓄水并重,近期与远期并重的治理原则。一次规划,分年实施,重点开发,整体推进,取得了较好的成效。2000年3月被国家水利部、财政部命
