本文就现场督导过程中发现的问题进行探讨,为以社区为基础的基层社区小组(以下称小组)参与艾滋病防治项目提出适宜的现场督导方式提供一定的参考。现场督导能及时发现小组执行项目过程中存在的问题并进行现场解决,同时在国家相关政策的宣传、协调小组与地方政府关系、提高小组能力方面发挥了很大的作用。现场督导提示由国家项目办制定统一操作规范、建立地方督导队伍、承担现场督导的方式更适合于草根项目的督导,也更利于托管机构协助小组对项目进行规范化管理。
This article explores the problems found in the process of on-the-spot supervision and provides some reference for community-based grass-roots community groups (hereinafter referred to as the group) to participate in AIDS prevention and control projects to put forward suitable on-site supervision methods. On-site supervision can promptly detect problems existing in the project implementation process and conduct on-site solutions, and play a significant role in publicizing relevant national policies, coordinating the relationship between the group and the local government and enhancing the capacity of the group. Site supervision prompted by the National Project Office to develop a unified code of practice, the establishment of local supervision team to undertake on-site supervision is more suitable for supervision of grassroots projects, but also more conducive to the custodian to assist the team to standardize the management of the project.
