高校各系的教学秘书是分散在各系的基层秘书人员.他们是学校教学计划的主要执行者,也是系级领导组织教学、管理教学的参与者和助手.他们在高校工作中具有不可忽视的地位和重要职能.根据高校工作运转程序和规律,各系的教学秘书主要有以下职能:(1)协助系主任、教研室制订、实施教学计划;(2)合理安排室内教学、实践教学环节,并及时处理、协调教学中需要解决的问题;(3)协助系主任做好教学质量检查、教学评估、教学法研究和课程建设等系列评优及交流工作,(4)定期总结系教学方面的经验和教训并制定工作计划;(5)保存有关教学方面的报表、记录、资料、文件;(6)严格执行教学管理规程中关于学籍、注册、旷考、旷课、作弊、补考、留级、退学、选修课审批等处理办法的条款,把好教学管理关;(7)协助教研室安排各门课程的考试,并做好学生考试成绩记载工作.重要的职能和繁杂的工作,决定了系一级教学秘书必须具有较强的理论修养和工作能力,否则很难胜任.
