党的十五大提出“力争到本世纪末大多数国有大中型骨干企业初步建立现代企业制度,经营状况明显改善”,国有大中型企业改革与发展已进入了攻坚阶段。辽宁国有大中型企业比较集中,到1996年底,全省共有926户,占全国国有大中型企业总数的6％;拥有资产4136亿元,占全国9.38％;现有职工247万人,占全国8.1％。因此,辽宁三年搞好国有大中型企业意义重大。年初全省经济工作会议制定井通过了国有大中型企业三年改革与脱困实施方案。今年是方案实施第一年,能否顺利实现改革与脱困目标,关键在于开局之年起好步开好头,务求取得新突破。

Therefore, it is of great significance for Liaoning to have a good job in large-scale state-owned enterprises in three years. At the beginning of the year, the development work conference of the province’s economic work conference passed a three-year reform plan for state-owned large and medium-sized enterprises and the implementation of a plan to rescue them from difficulties. This year is the first year of the implementation of the plan. The key to successfully accomplishing reforms and getting rid of difficulties is to start with a good start and start a new breakthrough.
