一、问题的提出 我厂曾在研制EE3364型程控通用计数器的方案论证时,应用价值工程原理,取得了较好的技术经济效果。在此之前,曾研制了EE3366型等精度程控计数器,然而还存有以下问题: 1.采用进口元器件,不仅大大增加了外汇开支,而且无法立足国内形成生产能力和满足国内大多数用户的需求,更谈不上为工厂创造较好的经济效益。 2.成本费用高,维护费也高,多数用户无力购置。 3.虽然技术性能指标高,但对大多数用户,功能有过剩(少数科研单位除外)。
