民生幸福是民众根本利益的现实诉求,是衡量社会发展与社会治理效果的根本标准,同时也是衡量社会改革发展合法性的应然尺度,对于一个社会的治理来说,实现民生幸福才是最终目的。政府善治是政府与民众合作、追求社会公共利益最大化的社会治理理念和方式。政府善治与民生幸福有着内在的贯通性:民生幸福、安居乐业,社会方能长治久安;政府善治是民生幸福的外部条件和手段,只有实现政府善治才能为民生幸福提供丰富的社会公共资源,从而保障民生幸福。
The people’s livelihood happiness is the actual demand of people’s fundamental interests, is a measure of social development and social governance, the basic standard of effectiveness, but also a measure of the legitimacy of social reform and development should be the yardstick for the governance of a society, the ultimate goal of the people’s livelihood .
