最近,国务院发展研究中心与世界卫生组织合作完成了一份研究报告《中国医疗卫生体制改革》。报告得出结论说,中国的医疗制度改革在总体上是不成功的。一石激起千层浪,敏感的医疗制度问题又一次成为关注的焦点。由政府出台报告,否定政府自己主导的改革,勇气可嘉,值得赞许。现在的关键是找出失败的原因,为未来的改革找到正确的方向。笔者不能同意该报告的主要观点。医改失败的根本原因不在于医疗市场过度市场化,而恰恰是行政垄断扭曲了市场。这里不存在市场失灵,
Recently, the State Council Development Research Center and the World Health Organization have completed a research report “China’s Health Care System Reform.” The report concludes that China’s reform of the medical system is generally unsuccessful. One stone provoked the waves and the sensitive medical system issue became the focus of attention again. It is commendable for the government to issue a report and negate the government-led reform. The key now is to find out the reasons for failure and find the right direction for future reforms. The author cannot agree with the main point of the report. The fundamental reason for the failure of medical reform is not the excessive marketization of the medical market. It is precisely the administrative monopoly that has distorted the market. There is no market failure here.
