1990年5月8日至14日,中国石油天然气总公司在胜利油田召开了石油工业项目管理工作会议。王涛总经理和周永康副总经理分别作了重要讲话,指出:推行项目管理首先要抓好项目的前期工作,每个项目今后都要搞好经济评价和可行性研究;还要加强基础工作,建立和建全各种标准、定额和规范。会上对规划设计总院工程经济研究所承担的总公司下达的“油气田地面建设工程投资估算指标”的研究与编制工作进行了专题讨论。
