现代经济增长及发展理论普遍认为，在决定一定时期经济发展的四因素；人力资源、物质资源、管理效能和技术水平、经济体制中，经济体制是即定的，很难在增长模型和发展模型中加以量化。所以，当前研究我国经济增长和发展，应在强调经济增长模型研究的同时，注重经济增长与发展的非量化理论研究．
