The Japanese Agency for Science and Technology, the NASDA and the Ministry of Post and Telecommunications decided to carry the working equipment on the Broadcast Satellite Communications Satellite (BCTS) in the postal administration in the Experimental Data Relay Tracking Satellite (ED-RTS).
