The implementation of the principle of administering the country according to law and building a socialist country with law and rule is the common aspiration of the people throughout the country and an objective requirement of our country’s economic and social development. It is also the fundamental guarantee for the stable development of the country and long-term peace and stability and is in full compliance with the principle that Comrade Deng Xiaoping established with Chinese characteristics Socialist theory. After the Third Plenary Session of the 11th CPC Central Committee, Comrade Xiaoping came up with the conclusion of the historical and international experience at home and abroad, especially the “Cultural Revolution.” Comrade Xiaoping has been caring about and studying how to avoid catastrophic mistakes such as the Cultural Revolution similar to those in China, including how to prevent the occurrence of such incidents as the drastic changes in the Soviet Union and East Europe in China but also from a strategic and overall
