目前我国分别针对海外引进和本土高层次人才实施了多项人才工程,并取得了显著成效。但两类人才工程不完全并轨,表现出政策过多、支持过多、考评过度、政府行为过度等弊端。需要构建两类人才协调发展的机制,即整合国家对海内外高层次人才引进、培养、选拔的政策,围绕战略性新兴产业和重大项目的发育、发展,以用人单位为主体,铺设两条轨道,在用人单位内部虚拟两个层次的人才特区。通过强化考评对人才特区Ⅰ区进行分流,而对人才特区Ⅱ区更加关注其长期的产出。相应地,政府要着力优化人才发展的法制、市场、创业、人文、服务环境以提供保障。
