党的十一届三中全会以来,我国法制建设中的法律实施工作取得了很大的进展。17年来,我们重建和设立了审判、检察、监察、审计等一批司法和行政执法机关,逐步健全了司法和行政执法程序,完善了行政诉讼、行政监察、行政处罚、审判监督、检察监督等各项执法制度,从组织制度上为法律实施提供了基本保障。经过各级司法和行政执法机关及其工作人员的共同努力,我们的现行法律基本上得到贯彻执行。然而,当前我国的社会主义法制建设特别是法律实施工作同改革开放和现代化建设的进程还不完全适应,与立法工作相比,法律实施工作仍然是法制建设的一个薄弱环节,有法不依、执法不严、违法不究,甚至以言代法、以权压法、徇私枉法、执法犯法的现象在一
Since the Third Plenary Session of the 11th CPC Central Committee, great progress has been made in implementing the law in the legal construction of our country.
