我国煤炭资源的总量比较丰富,但人均占有不足,开采中的损失浪费又十分严重。我国煤炭资源分布广,开采量大,矿点繁多,隶属关系复杂,组织经营方式多样,基础研究不足,开发利用的监督管理工作刚刚起步,法制工作有待健全,各方面的关系都有待理顺,加之历史、技术、经济、观念与社会环境上的多种原因,充分说明我国煤炭资源的合理开发利用与保护工怍是一项十分繁重而又艰巨的任务。我们通过全国性的调查研究,提出以下的对策建议,希望引起政府与各主管部门的注意和重视,尽快采取切实可行的措施,
The total amount of coal resources in our country is relatively abundant, but the per-capita possession is inadequate, and the loss and wastage in mining are very serious. China has a wide distribution of coal resources, a large amount of mining, numerous ore points, complex affiliations, diversified management modes, inadequate basic research, supervision and management of development and utilization has just started, the legal system needs to be perfected, and all aspects of the relations need to be straightened out. Coupled with a variety of reasons in history, technology, economy, concept and social environment, it is a very arduous and arduous task to fully demonstrate the rational exploitation and utilization of coal resources in our country.
