档案“有偿服务论”是在一定历史条件下提出来的,其出发点虽好,但实践上却没有获得成功。其失误在于:一是对价值规律缺乏正确认识:(1)档案的经济使用价值并不来源于档案工作者的劳动耗费。档案部门或其工作人员的服务收费,取得的不光是自身劳动的价值补偿,而且同时还占有了档案形成者创造的价值;(2)档案价值与利用档案后产生的现实经济效果并非都成正比;(3)档案的经济使用价值是无法量化的。因此,商品价值规律并不能成为档案“有偿服务论”的基石。如果不顾现实,强行实行有偿服务,价值规律也只能是扭曲的。二是对有偿服务的经济前景心中无数。档案服务的主要对象是国家机关和企业事业单位,如若收费,也只是国家向国家财
Archives “paid service theory” is put forward under certain historical conditions, its starting point is good, but in practice it has not been successful.
