中国形成了高度开放的外贸体制过去10年,中国在履行了加入世贸组织各项承诺的同时,建立起了充满活力的开放型经济体系。对货物进出口法律体系进行清理,形成了新修订的《对外贸易法》、《货物进出口管理条例》及配套部门规章的三级法律框架体系,按照“透明度”、“非歧视”原则,实现了货物进出口管理的法律化、规范化,建立起了符合规则要求的经济贸易体制。中国为此累计清理法律、法规和规章3000多部。迄今为止,中国已先后3次顺利通过世贸组织的贸易政策审议,得到世贸组织及成员的积极评价。
