在我国改革开放不断深入的背景下,社会组织的发展出现了分化,一些特殊类型的社会组织已经对公共安全造成了影响,还有的成为公共安全的潜在隐患。公共安全视角下的特殊型社会组织大致分为四种形态,其在活动目的、运作方式、组织动员能力、资源吸纳能力、公共影响力等方面都具有不同于一般社会组织的特点。综合分析,目前的管理体制与方式、法制与制度、海外背景、利益纠结等都成为这些组织产生与发展的诱因。在公共安全治理的角度,这无疑是对我国社会管理的挑战。
Under the background of deepening reform and opening up in our country, the development of social organizations has been divided. Some special types of social organizations have already had an impact on public safety and others have become potential hidden dangers of public safety. There are four types of special social organizations under the perspective of public safety. They are different from general social organizations in terms of their purpose, mode of operation, capability of organizing mobilization, resource absorption and public influence. Based on a comprehensive analysis, the current management system and mode, the legal system and the system, the overseas background and the tangled interests have all contributed to the emergence and development of these organizations. In the perspective of public safety governance, this is undoubtedly a challenge to our country’s social management.
