从2004年开始,在国家教育部和人事部的亲自部署和指导下,我省针对中小学教师岗位特点,开展了教师专业技术职务“评聘结合”改革试点工作。这次改革,取消了任职资格评审,实行评聘完全结合,通过以“一评三考”等为主要内容的综合考核确定教师专业技术职务,强化了学校责任和教师岗位聘任,引入竞争激励机制和合同管理,在转换中小学教师任用机制上迈进了一大步。这次改革,确立了正确的用人导向,探索出了新的用人机制,调动了学校加强师资建设的积极性,重新
Since 2004, under the personal deployment and guidance of the Ministry of Education and the Ministry of Personnel, the province has carried out pilot work on the reform of the “combination of evaluation and employment” of teachers’ professional and technical positions in response to the characteristics of teachers in primary and secondary schools. In this reform, the appointment qualification review was abolished, and the appointment and appraisal system was completely integrated. The professional skills of teachers were determined through comprehensive assessments such as “one commentary and three exams”, and the school responsibilities and teacher appointments were strengthened. A competitive incentive mechanism was introduced. And contract management has taken a big step towards transforming the appointment mechanism for primary and secondary school teachers. This reform has established a correct employment orientation, explored a new mechanism for employment, and mobilized the enthusiasm of the school to strengthen the construction of teachers.
