党的十七届六中全会审议通过的《中共中央关于深化文化体制改革、推动社会主义文化大发展大繁荣若干重大问题的决定》,对文化改革发展做出了战略部署,提出要进一步加快文化改革发展步伐、推进社会主义文化大发展大繁荣。国务院出台的《文化产业振兴规划》和中国人民银行及9部委联合发布的《关于金融支持文化产业振兴和发展繁荣的指导意见》在政策上为解决文化创意产业的融资难题提供了良好的政策依托,然而,在融资模式和操作细则层面上,文化创意产业的融资困境依然存在。文化创意产业的价值评估和风险控制机制的构建成为解决金融资本与文化创意产业对接难题的关键。
The “Decision of the Central Committee of the Communist Party of China on Deepening the Reform of the Cultural System and Promoting Major Development and Prosperity of the Socialist Culture” reviewed and passed at the Sixth Plenary Session of the 17th CPC Central Committee made a strategic plan for the cultural reform and development and proposed to further accelerate the culture. We will reform the pace of development and promote the great development and prosperity of socialist culture. The “Development Plan for Cultural Industry” promulgated by the State Council and the “Guiding Opinions on the Financial Support for the Revitalization and Development of the Cultural Industry” issued jointly by the People’s Bank of China and the 9 ministries and committees provide good policy support for solving the financing difficulties of the cultural and creative industries. However, at the level of financing models and operational rules, the financing difficulties of the cultural and creative industries still exist. The evaluation of the value of the cultural and creative industries and the construction of the risk control mechanism have become the key to solving the puzzle of the connection between the financial capital and the cultural and creative industries.
