在2001年2月于福州召开的全国企业培训工作会议上,国家经贸委副主任蒋黔贵在工作报告中提出这样一个观点:自主培训不是自我培训,也不是自由培训。 怎样理解这个观点呢?我认为应从四个方面着眼: 一、自主培训是一种非据指令要求而是企业自需的行为。提出“自主培训不是自我培训、不是自由培训”之观点的背景是,面向市场、自主经营、自我发展已成为我国企业运作的主导方向。由此而决定了企业培训也正在从计划走向市场,由量化轰动转向理性质变,由政府调训变为自主进行。这一变化的实质表明,企业培训不再是政府行
At the National Enterprise Training Work Conference held in Fuzhou in February 2001, Jiang Qiangui, deputy director of the State Economic and Trade Commission, put forward a view in his work report that autonomous training is not self-training nor free training. How to understand this view? I think we should look at four aspects: First, independent training is a non-directive but the business needs of the behavior. The background of the viewpoint that “independent training is not self-training, not free training” is that the market orientation, self-management and self-development have become the dominant directions for the operation of our country’s enterprises. From this, it is decided that the enterprise training is also going from the plan to the market, from the sensation of quantization to the qualitative change, from government training to autonomy.
