乡村医生是在农村基层从事一般诊疗和相关预防保健服务的卫生人员,是医疗卫生服务队伍的重要组成部分,是建立国家基本医疗卫生制度、保障农民健康的重要力量。为贯彻落实《河北省关于建立全科医生制度的实施意见》(冀政[2013]30号)和《河北省乡村医生教育规划(2011-2020)》(冀卫发[2014]29号)要求,加强基层医疗卫生人才队伍建设,提高基层卫生队伍医疗服务水平,河北省卫计委计划对全省近10万名乡村医生进行全科适宜技术培训。培训对象为在岗乡村医生,培训内容为基层群众常见病、多发病。培训使用“河北省乡村医生全科适宜技术培训网络教学系统”学习,采用自学方式进行。培训结束后,省卫生计生委组织全省统一考试,成绩合格者颁发合格证书,并将考核结果作为乡村医生定期考核业务水平测试的重要内容。本研究通过对已参加了培训的学员进行问卷调查,探讨基层全科适宜技术培训方法及需求,为卫生行政部门提供相关对策建议。
Rural doctors are health workers engaged in general diagnosis and treatment and preventive and health care services at the grassroots level in rural areas. They are an important part of medical and health service teams and are an important force for establishing a national basic medical and health system and guaranteeing the health of farmers. In order to implement the “Opinions on the Implementation of the General Practitioner System in Hebei Province” (Jizheng [2013] No.30) and the “Plan for Rural Doctor Education in Hebei Province (2011-2020)” (JGF [2014] No. 29) The construction of grass-roots medical and health personnel, improve the level of medical services of grass-roots health teams, Hebei Province, the Planning Commission plans to nearly 100000 village doctors across the province suitable for general technical training. Trainees are on-the-job village doctors, and the training contents are common and frequently-occurring diseases of grass-roots people. Training to use “Hebei Province, rural doctors suitable for technical training network teaching system ” learning, using self-learning methods. After the training, the Provincial Health and Family Planning Commission organized a unified examination in the province, and the successful applicants issued a certificate of eligibility. The examination results will be used as an important content for the regular examination of the level of business by rural doctors. In this study, the participants who have participated in the training were surveyed to discuss the appropriate training methods and requirements of grassroots general practitioners and to provide relevant suggestions for the health administrative departments.
